Andrew (Drew) Delaney serves as the Director of Business Development and Advisory Services for the Public Safety Network. Mr. Delaney has 15 years of experience in wireless technology, public-private partnerships and public safety. His roles have spanned government affairs, business development, marketing, product development, and strategy with Fortune 500 companies, start-ups, and federal and state governments.
Most recently, Mr. Delaney worked for the First Responder Network Authority on Enterprise Strategy, Products & Solutions, Contract Evaluation, and Government Affairs. Most recently, he led the organizations efforts to incorporate public safety user feedback into the development of specialty devices and IoT solutions for the FirstNet network, and helped develop the strategic direction for network reinvestment, public safety market engagement, and industry partnership development. Prior to that, Mr. Delaney led the government affairs efforts in 13 states that resulted in successful adoption of the FirstNet State Plans, and FirstNet leadership selected him to help evaluate the FirstNet contract bids.
Mr. Delaney’s experience in wireless technology and public safety began in 2005 at Lucent Technologies (now Nokia) working with Congress and the FCC to allocate spectrum to public safety and fund a dedicated wireless broadband network. He supported the company’s sales efforts with public safety agencies by helping to secure spectrum waivers with the FCC and grant funding from federal agencies through 2010. He then attended the Kellogg School of Management where he interned in Mobile Advertising Sales at Google and served as a part-time Business Analyst for a mobile applications development firm.
In 2012, Mr. Delaney joined a FinTech start-up as Vice-President of Government Affairs, Sales and Marketing to help develop a public-private partnership with the State of Illinois. Under Mr. Delaney’s leadership, the firm streamlined payment processing at 28 agencies, signed up more than 700 state government vendors, and financed more than $1 billion in late payments within two years.
Mr. Delaney graduated from Cornell University with a B.A. in Government and American Studies and Northwestern University's Kellogg School of Management with a M.B.A. in Technology Industry. Management, Marketing, and Entrepreneurship. He currently resides in Mount Pleasant, SC with his wife, Mary, and two sons.

Jason Karp is one of the co-founders and principals of The Public Safety Network. Jason brings more than 25 years of legal and business executive experience in the telecom, technology, media/advertising, and public safety environments, having managed within large corporations, start-ups and the federal government.
Prior to The Public Safety Network, Jason was the General Counsel and senior executive with FirstNet. In this capacity, Jason was responsible for interpreting the complex law that created FirstNet, and developing and implementing the critical legal strategy and framework to enable successful deployment of the nationwide public safety broadband network. In addition, as one of the founders of the FirstNet team, Jason played a key role in architecting the first of its kind strategy and business model for creating a financially sustainable wireless broadband network to benefit public safety with dedicated and enhanced communications and tools, through a public-private partnership with industry valued at more than $40 billion.
Jason has extensive strategic and operational experience building, managing, and advising across a variety of organizations, including with MCI, Accenture, Net2000 Communications, E-centives, and the Federal Communications Commission, where Jason was responsible for overseeing the development and implementation of the regulations governing number portability. Jason is a committed and effective executive and thought-leader, creating highly successful organizations and strategies, while navigating within incredibly diverse commercial and political environments. He remains highly committed through The Public Safety Network to helping public safety embrace this new ecosystem of technological capability to help improve operations whenever and wherever needed.
Jason received a B.S.E. with honors in Electrical Engineering from Duke University and a J.D. from New York University School of Law.

TJ Kennedy is one of the co-founders and principals of the Public Safety Network. TJ has had a 25-year career in wireless technology and public safety. Prior to the Public Safety Network, TJ was the President of the First Responder Network Authority, known as FirstNet, an independent government authority charged with creating the first ever financially self-sustaining broadband nationwide network for public safety.
TJ led FirstNet from a start-up inside the United States government to become a $40 billion public-private partnership (PPP) that is deploying a mission critical 4G LTE network in all 50 US states, 5 territories, and the District of Columbia. This PPP is the largest ever in the United States and is now providing priority public safety communications to law enforcement, fire, and emergency medical services personnel. Prior to joining FirstNet, TJ was the President of Raytheon JPS Communications and led the Public Safety business at Raytheon.
TJ has created the new communications platform that will drive public safety technologies for many years to come. Countries around the world are learning from the FirstNet model and are looking to emulate its success. Technology companies seek TJ’s advice on how they can benefit from the Internet of Life Saving Things (IoLST) and how to encourage public safety to embrace technology to improve the ways they respond, interact, and serve the public in its greatest time of need. As a reliable and dedicated general manager, TJ has defined and achieved organizational excellence and created complex business strategies that have achieved incredible results while working in a political environment with diverse stakeholders.
TJ received his B.S. from the University of Utah and his M.B.A. from Johns Hopkins University.

Robert Wilson is a partner and one of the principals of The Public Safety Network. Robert Wilson has 31 years of experience in Technology, Marketing, and Business Development. He received a degree in Accounting and Business Management from the University of Nevada.
Rob pioneered technology for use on 192 American Military bases and worked with the Department of Defense to launch the first computer crime task force.
Rob has many years of experience working with law enforcement, is an Honorary Sheriff, and a member of the International Chiefs of Police and FBI’s Infragard.
Rob spent numerous years in New York City developing software for the world’s largest marketing firms including BBDO, WPP, and Ogilvy, among others.
He developed technology for Fortune 500 companies such as American Express, Citibank and professional sport teams.
Rob and his wife founded and fund a non-profit organization to help children.
Victoria Lee joined the Public Safety Network in early 2018. Her 25+ year career in public safety includes serving as a volunteer firefighter and working with the International Association of Fire Chiefs (IAFC) and the First Responder Network Authority (FirstNet).
She joined FirstNet in 2013, shortly after its inception. While there, she worked the startup phase as well as worked closely with the Public Safety Advisory Committee (PSAC) and public safety associations from all disciplines. She focused on public safety consultation efforts across the country and was a member of the team that developed 56 individual state and territory network deployment plans.
Her most recent work with the IAFC included a portfolio of programs which focused on collaborative work with other national fire and emergency service organizations such as the International Association of Fire Fighters, the National Fire Protection Association and the Congressional Fire Services Institute. Vicki led several projects that brought together representatives from these organizations and others to develop training programs, reports and assessments, and other resources for the fire and emergency services.
With a strong commitment to public safety and focus on collaboration, Vicki’s leadership and energy have resulted in several successful organizational partnerships.
Vicki received a B.A. from the College of William & Mary and a M.P.A. from George Mason University. She is based in Bend, Oregon.
